Digital Literacy is defined as using digital technology, communications tools and/or networks to access, manage, integrate, evaluate, create and communicate information in order to function in a knowledge society. CETF has convened experts and stakeholders to reach agreement on recommendations for the State to adopt Digital Literacy as an official goal for California-thus helping drive the demand for broadband adoption.

Since facilitating enactment of the ICT Digital Literacy Executive Order in 2009, CETF has been working to increase awareness about the need for the integration of Digital Literacy from cradle through career, and a continuum of Digital Literacy services. This work has focused on encouraging policy changes at Local Workforce Investment Boards (WIBs), California Workforce Association, community colleges, and funders. This included collaborating on a statewide education project demonstrating ICT Digital Literacy models and promising practices. CETF staff has also cultivated partnerships and changes at the local level by advising place-based ad-hoc groups in Alameda and Contra Costa Counties seeking to impact workforce preparation about the opportunities with ICT Digital Literacy.
